The “Regional Lorry” index is designed to track changes in the costs of regional road haulage of general cargo carried out using diesel-powered lorries in the course of transport services provided on behalf of third parties. The term ‘regional’ is used here to refer to transport operations where the operating conditions allow the driver to return home the same day. This index is also representative of the costs of a hired vehicle, under identical operating conditions.
Note: The 19-metric-tonne gross vehicle weight rating (GVWR) diesel lorry is the most common and representative type of vehicle used in regional general freight transport by lorry. From 2026 onwards, the structure of the index will be based on a survey of the operating conditions and costs of these vehicles.
The commercial diesel index takes into account the rates of partial reimbursement of excise duty on road diesel.
